Customs clearance process and details of imported cosmetics

Before the trade in imported cosmetics is launched, the first step is to make a good record or approval of the products. Only when the record or approval is obtained, the trade can be started.
Next, importers and exporters should be handled, production enterprises should be filed, and the filing number and inquiry number should be obtained.
The electronic supervision system for imported cosmetics should be handled well before the final goods arrive at the port, so that the goods can be inspected in time after arrival at the port.
Information needed for clearance of cosmetics:
1. Product formulation
2. List of Goods
3. Import Cosmetics Enterprise Responsibility Commitment
4. Documents or approvals for filing
5. Foreign Language Label, Chinese Label Sample and Translation of Foreign Language Label
6. Free Sales Certificate or Health Certificate

Points for Attention in Import Cosmetics Examination Statement:
The contents displayed in Chinese labels of cosmetics are as follows:
Cosmetics are defined as products that are applied to any part of the human body surface (skin, hair, nails, mouth, etc.) by smearing, spraying, spraying or other similar means to achieve the purpose of cleaning, fragrance, changing appearance, modifying human odor, maintaining and maintaining good condition.
Notes on the name of cosmetics:
Names should reflect the real attributes of cosmetics, be concise and easy to understand; should be marked in the sales packaging display prominent position, if for special reasons (such as sales packaging shape or volume reasons, can be marked on its visual surface)
Name and address of the producer:
Imported cosmetics may not be labeled with the name and address of the producer, but they must be labeled with the name and address of the country or region of origin (Hong Kong, Macao and Taiwan of China) and the responsible unit in China (the name and address of the importer, agent or distributor registered according to law).
It should be marked on the visual surface of sales package.
The net content should be marked on the display surface of the sales package. If for the reason of the shape or volume of the sales package, it can be marked on its visual surface.
The marking of net content shall be "net content + number + legal unit of measurement". If there are multiple quantitatively packaged goods in the same package, the net content and total number of quantitatively packaged goods in a single package shall be marked, or the total net content shall be marked.
Composition List of Cosmetics
The names of all components of cosmetics should be authentically labeled on the visual surface of the sales package. The names of each component in the composition table should be listed in descending order of the amount added. If there are two or more names of components in the same row, they should be separated by ",".
Component names should be based on those in INCI (International Naming of Cosmetic Components)
If there is a colorant component, the English abbreviation "CI" of the index number of the colorant should be used together with the index number of the colorant, such as CI1210. If there is no index number of the colorant, the Chinese name of the colorant can be used.
Because of the shape/volume of cosmetics sales package, when it is not possible to label the composition table, the font can be reduced appropriately or labeled in the following two ways.

For the net content less than 15g and 15ml, the label only shows the name of the cosmetics, the information of the importer, the net content, the list of cosmetics ingredients and the shelf life.
How to mark the shelf life:
A. Date of production and shelf life: the date of production shall be "date of production" or "date of production shall be packaged as per package"
” The dates are in the order of 4-digit years, 2-digit months and 2-digit days. If the date of production is 20020112 or the date of production is 20020112 on packaging and packaging, the label of shelf life is "shelf life x years" or "shelf life x months".

B. Production lot number and limited date
The batch number of production shall be determined by the manufacturer itself.
Date of Limited Use: Use the guide words such as "Please use it before the date of labeling" or "See Packaging for the date of limited use". Dates are in the order of 4-digit years, 2-digit months and 2-digit days, such as 20051105.
Note that, in addition to the batch number, the date of production, warranty and expiration should be marked on the visual surface of the sales package.

Imported cosmetics for non-special purposes shall be marked with the record number of the sanitary license for imported cosmetics
According to the requirements of cosmetics laws and regulations and the characteristics of cosmetics, safety warning terms should be marked on the visual surface of sales packaging, and "attention" or "warning" should be used as guiding words.
The consignee and consignee of imported cosmetics put on record:
First of all, we should apply for importers, exporters and production enterprises to file at http://ire.eciq.cn/on-line. After the on-line filing is approved, we should submit on-site filing information.
Before launching the import trade of cosmetics, we should first distinguish between special use and non-special use according to the characteristics of cosmetics, and then decide whether to file or approve. Please refer to the CFDA official website process for details of how to file and approve documents.
Import trade can only be started after the approval of cosmetics filing has been successfully processed.
